e-Kinerja PUPR is a web-based employee performance management system built for the Ministry of Public Works and Housing (PUPR) of Indonesia. The platform digitizes the entire performance evaluation cycle, from target setting through monthly reporting to annual appraisal, aligning individual contributions with organizational goals.
Key Features
1. SKP Management (Employee Performance Targets)
Employees draft and submit their annual SKP (Sasaran Kinerja Pegawai) through a structured digital workflow. Each target is linked to measurable indicators and weighted by priority, ensuring clarity on expected deliverables for the year.
2. Performance Agreements (PK)
Supports the creation and approval of Performance Agreements between employees and their direct supervisors. Once both parties sign off digitally, the agreement becomes the binding reference for evaluation throughout the assessment period.
3. Monthly Activity Reporting
Staff log their work activities on a monthly basis, mapping each entry to the corresponding SKP target. The system tracks progress percentages automatically and flags targets that are behind schedule, enabling early intervention.
4. Supervisor Assessment Hierarchy
Implements a multi-level assessment flow where direct supervisors review and score subordinate performance before the results are escalated to higher-level reviewers. Role-based access ensures each assessor only sees the employees within their organizational unit.
5. Dashboard and Analytics
Provides management with aggregate views of performance across directorates, bureaus, and work units. Completion rates, average scores, and trend comparisons are displayed in real time, supporting data-driven workforce planning.
Purpose and Benefits
e-Kinerja PUPR replaces paper-based performance forms with a transparent, auditable digital process. By standardizing evaluation criteria and automating progress tracking, the system helps the ministry foster accountability, identify high performers, and direct professional development resources where they are needed most.
